Ms. Natallie Rochester is an International Trade and Development Consultant with twenty years
of experience in international trade and investment, business sector assessment, research and
market analysis, trade-related capacity building, facilitating multi-stakeholder consultations,
project communications, trade law, and policy, trade negotiations and monitoring and
evaluation of trade agreement implementation and development aid effectiveness.
Ms. Rochester has supported traders and governments in the interpretation and
implementation of trade commitments, identification of legal and regulatory gaps, and the
development of sector policies, strategies, and action plans to strengthen domestic ecosystems,
value chain linkages, and import and export business processes while being compliant with
national and international trade regimes. She is an expert in facilitating multistakeholder
consultations for research, awareness and consensus building, and policy formulation.
Ms. Rochester has carried out extensive quantitative and qualitative research and analysis and
training experience in a range of trade disciplines and sectors, including government
procurement, trade in services, investment, creative industries, e-commerce and digital
readiness, intellectual property, trade agreements, and political economy. Ms. Rochester has
deep knowledge of the Caribbean’s participation in international trading arrangements
including the World Trade Organization (WTO) and Economic Partnership Agreements (EPA)
with the European Union and the United Kingdom, respectively.
Ms. Rochester holds a Master of Arts in International Commerce and Policy from George Mason
University and, from Barry University, a Bachelor of Arts in International Studies, and a Bachelor
of Science in International Business.
