The emphasis will be on identifying the opportunities and how\ncompanies in Curacao can make use of the unique position of Bonaire\, St. Eustatius\, and Saba in\nthe Netherlands\, the EU\, and Latin America. \nBio Edison Rijna – Special Envoy for the BES-islands for EU- and UN- funding and economic\nrelations with Latin America \n \nBorn in Bonaire on July 7 th \, 1967\, Edison Rijna has dedicated his career to serving the people of\nBonaire and the wider Caribbean region. He is a respected figure in the politics and finance\nindustry\, with extensive experience in various roles. \nSince April 18th\, 2023\, Mr. Rijna has taken up the role of Special Envoy for the BES islands for\nEU- and UN funding and economic relations with Latin America. In this capacity\, he is\nresponsible for representing the interests of the BES islands in various international forums\,\npromoting economic relations with Latin America\, and securing funding from the European\nUnion and the United Nations for important initiatives in the region.\nBefore he was appointed Special Envoy\, Mr. Rijna served as the Governor of Bonaire\, a position\nhe was appointed to in 2014. \nMr. Rijna obtained his bachelor’s degree in Banking and Finance in 1996\, and subsequently\nworked for several private companies in the banking sector between 2004 and 2011. He also\nserved as the executive director of Bon Recycling B.V.\, a waste recycling company in Bonaire\nthat aimed to create awareness among the people of Bonaire about the importance and\nbenefits of recycling. \nThroughout his career\, Mr. Rijna has demonstrated a commitment to public service and a\npassion for improving the lives of those around him. His extensive experience in the banking\nsector\, coupled with his political and leadership skills\, make him an ideal candidate for the role\nof Special Envoy for the BES islands.

From the trendy music label\, Rituals Music\, which she\nco-founded and managed in the 1990s to the ownership of the historic Rhyners’ music store at\nPiarco International Airport\, to artist management\, production of fashion shows and major\nevents\, Lorraine has extensive experience in film production\, artist and event management.\nLorraine has been involved in the phenomenal success of Calypso music icon\, Calypso Rose and\nworks consistently with the team behind Soca music superstar\, Machel Montano while she co-\nmanages the talented\, Nailah Blackman. \nIn 2016\, Lorraine was the line producer of the feature film\, “Bazodee” which opened in over\n130 cinemas across the USA. Bertrand (Master of Laws 1999 University of Curaçao) is an attorney at law\, intellectual property consultant\, and trademark/patent agent and provides lectures and training on various legal subjects for companies\, government institutions\, and the public. \nKaryl founded her firm Bertrand Legal & Intellectual Property in December 2013 and services the Dutch Caribbean\, the wider Caribbean\, Latin America\, Europe\, the United States\, and Asia through her broad international network. \nKaryl speaks English\, Dutch\, Spanish\, and Papiamento.\nShe counsels and represents local and foreign corporations and individuals\, including musicians\, artists\, and athletes\, on matters of intellectual property\, advertising and promotion\, health and pharmaceuticals\, contracts\, sports and entertainment\, and regulatory compliance. Karyl served as a legal expert Dutch Caribbean for COSME’s research project on intellectual property as a competitiveness tool for SMEs in the Caribbean OCTs. \nKaryl is a frequent speaker on copyright\, trademarks\, trade names\, and advertising law. \nShe presented on legal aspects of advertising and promotion regarding the Dutch Caribbean islands in seminars in Jamaica and New York City\, USA\, and several webinars with colleagues from the Dominican Republic\, Trinidad & Tobago\, Jamaica\, Mexico\, Germany\, USA\, Argentina\, UK\, South Africa\, the Netherlands\, and Turkey. Her most recent presentation was in St. Maarten in September 2022\, upon invitation of the St. Maarten Bureau for Intellectual Property\, on strategies to combat counterfeiting in the Dutch Caribbean during the Anti-Counterfeiting Seminar organized by the St. Maarten Ministry of Justice. \nKaryl’s memberships include Global Advertising Lawyers Alliance (GALA)\, International Trademark Association (INTA)\, and Intellectual Property Caribbean Association (IPCA). As such\, she coordinated Policy Dialogues between Jamaica and Curaçao on anti-counterfeiting by bringing together various stakeholders from the public and private sectors in both countries and continues to guide colleagues from other countries in facilitating similar discussions. \nKaryl’s hobbies include music (pianist\, former choir musical director)\, sports\, and reading\, especially on the topic of personal growth. Being on a grey list does\nhave real-world impacts on businesses in those jurisdictions. During the presentation Benno will\nexplain more about the FATF\, the technical compliance with the 40+ Recommendations and the\nfocus on effectiveness\, the FATF evaluation process\, the National Risk Assessment process\, the\nobservation period\, the progress report timelines\, and how the assessors and plenary meet and\ndecide which countries get put on the grey list. Benno will emphasize the importance of certain\nrecommendations and how to prepare as a country for this fourth worldwide evaluation round.\nBenno will conclude with some observations as the Fifth Round commences in 2024\, and the\ncoming years will be challenging again as the assessment process will require information\, data\,\nand statistics over the past years. \nBio Mr. Benno van Leeuwen\, Fraud &amp; Compliance expert\, Forensic Services Caribbean &\nCompliance Services Caribbean \nMr. Benno van Leeuwen held a position at the Central Bank of the Netherlands Antilles and\nlater as a Financial Analyst for The Unusual Transactions Reporting Centre (now known as FIU\nCuraçao) and he was the director of the FIU from 2004-2005. Mr. B. van Leeuwen followed\nmultiple courses in the field of the fight against money laundering and financial terrorism\,\nlocally as well as abroad. He has been involved in organizing several training seminars and has\ngiven lectures for financial institutions and compliance officers in the Dutch Caribbean\, the\nCaribbean Financial Action Task Force (CFATF)\, and Egmont; of which organization he was also a\nboard member.\nSince 2005 he is part of the Compliance Caribbean team and as currently the managing partner\nof that organization\, he is very active in providing compliance services to many (financial)\ninstitutions in the Caribbean region\, including outsourced compliance officer\, training sessions\,\nsetting up compliance frameworks\, auditing compliance\, etc. As a Certified Anti-Money\nLaundering Specialist\, he participated in several task groups whose purpose was to effectively \nincrease the fight against money laundering in the Dutch Caribbean and is organizing many\ntraining sessions. Mr. Benno van Leeuwen is currently also the president of the Association of\nCertified Fraud Examiners in the Dutch Caribbean.

Earlier\, Mr. Zabala held the position of Business Development Director at Agilent Technologies in their Wireless Test & Measurement division. At Agilent he was responsible for the commercialization of the entire wireless portfolio in addition to developing an Indirect Sales Channel for the Latin America region.   \nHe has obtained his Bachelor’s and master’s degrees in engineering & Business Management from Florida Institute of Technologies in the United States.
